Information is often evaluated by the value of subsequent decisions. We provide a method for evaluating the value of information if you know the subsequent decisions, but not the experiments that generated them. We rank decisions by identifying when one set of decisions provides a higher value of information than another set of decisions for any experiment under which those decisions are optimal.
